Closing the Achievement Gap Delivery Plan

The Gap Delivery targets provide schools and districts with the annual progress needed to meet their 2017 Achievement Gap goals. The overall Gap targets and goals are created based on the Gap to Goal report.
 
The following goal has been set for the closing the achievement gap delivery plan.
Increase the average combined reading and math proficiency ratings for all students in the non-duplicated gap group (African-American, Hispanic, Native American, With Disability, Free/Reduced-Price Meals, Limited English Proficiency) from 33.0% in 2012 to 66.5% in 2017.
 

The 2012 Non-Duplicated Gap Group Proficiency Rate Map displays the percentage of all students in the non-duplicated gap group scoring at or above proficiency in reading/math combined. Districts that are shaded were identified as focus districts. Districts in green scored within the top two quintiles of districts. Districts in yellow, orange and red scored in the bottom 3 quintiles of all districts.

The Kentucky Department of Education has identified the following strategies to help districts and schools reach their annual delivery targets. Additional information on these strategies can be found with the Gap Delivery Plan and on the Strategies for Closing Gaps homepage.

Strategies for this Delivery Plan
expand Strategy : Best Practices and Sustainability ‎(1)

The purpose of this strategy is to identify and share best practices which include classroom instruction, finance, transportation and any other area that impacts student success.  Practices will be recognized by the Kentucky Department of Education for levels of excellence based on increased district/school effectiveness and efficiency.  KDE has a dedicated website to showcase best practices, focus on implementation, and help increase effectiveness and efficiency across all schools.

Theory of Action:

If KDE identifies, communicates, and provides closing the gap practices and strategies through a variety of methods;

and if KDE ensures these practices are trained and supported by educational cooperatives and educational recovery staff;

and if districts implement these practices to meet the individual needs of every student identified within the gap with fidelity and on-going evaluation for effectiveness;

and if districts have a culture of high expectations for all students and consistently demonstrate this through rigorous instruction that is culturally responsive, data-driven, and individualized to meets the needs of the student;

then all gaps will close across the Commonwealth.

expand Strategy : Digital Learning ‎(1)

Digital learning includes blended learning (sometimes called hybrid or hybrid-blended learning) and fully online courses to combine online delivery of educational content with the best features of classroom interaction and live instruction to personalize learning, allow thoughtful reflection, and differentiate instruction from student to student across a diverse group of learners.

Theory of Action:

If KDE will provide guidance and support on the use of high-quality digital content;

and if KDE will implement professional learning opportunities that incorporate the use of high-quality digital content that is related to digital learning best practices;

and if pilot participants implement the use of high-quality digital content successfully;

then students in the pilot will show increases in their learning and achievement rates for math and the achievement gap between student groups in the pilot will decrease ensuring that they meet proficiency and are college and career ready.

expand Strategy : Individual Learning Plan Addendum (ILPA) ‎(1)
expand Strategy : Professional Learning for Closing Gaps ‎(1)
The purpose of this strategy is to identify professional development and the delivery of the professional development that would assist schools in closing achievement gaps in three areas: Transformative Professional Development Process, Co-Teaching for Gap Closure, and College/Career Student review.  KDE is working collaboratively with Special Education Cooperatives and universities to work within Priority and Focus schools as a 3-year commitment of professional learning.
 
Theory of Action:
If KDE provides a holistic, comprehensive set of on-going embedded professional development opportunities and resources, in coordination with its educational cooperatives and Educational Recovery Specialists, that is inclusive of strategies and supports to close achievement gaps that are grounded in evidence-based practices;
 
and if KDE develops and monitors an on-going implementation plan to evaluate effectiveness and fidelity;
 
and if districts and teachers utilize the professional development designed specifically to reach and teach gap students in their classrooms with identified outcomes;
 
and if districts and teachers have a culture of high expectations for all students and consistently demonstrate this through rigorous instruction that is culturally responsive, data-driven, and individualized to meets the needs of the student;
 
and if districts and schools actively work to engage parents and community partners as part of the process to promote and support graduation and college and career readiness;
 
then gap student groups will have benefitted from an educational experience that is culturally responsive, rigorous, and supportive. This will be measured by all gaps having closed in all districts across the Commonwealth.
