Kevin Noland was named interim commissioner of education in May 2009.
He also served as interim commissioner after the departures of Kentucky’s first three education commissioners -- Thomas Boysen, in 1994; Wilmer S. Cody, in 2000; and Gene Wilhoit, in 2006.
From 1991 to 2008, Noland was an employee of the Kentucky Department of Education, where he served as deputy commissioner, associate commissioner and legal counsel. Previously, he served as chief legal adviser to the secretary of the Workforce Development Cabinet. He also served as an attorney with the Legislative Research Commission, where he was one of the drafters of the 1990 Kentucky Education Reform Act.
Noland earned a bachelor’s degree and a juris doctor degree from the University of Kentucky. He is past-chair of the Kentucky Bar Association’s Education Law Section and is past-chair of the National Council of State Education Attorneys.
Noland resides in Louisville.
