Commonwealth Commitment Pledge

 

On Friday, superintendents and local board of education chairs were sent letters asking them to sign the Commonwealth Commitment to College and Career Readiness, a pledge to improve their high school students’ college and career readiness by 2015.

KDE will begin collecting and posting information about districts’ responses to the call to sign the pledge in the upcoming days and weeks. More information about the status of this request will be shared as it becomes available.  The signed pledge is due to Dotty Raley at KDE (dotty.raley@education.ky.gov) by April 1.

Commissioner Holliday’s presentation at the KSBA Conference on Friday, Feb. 4 is now posted on the KDE website.

2nd Annual Kentucky Outstanding Civic Education Leadership Award (Attachment)

 

The Kentucky Advocates for Civic Education (KACE), Office of the Secretary of State, Administrative Office of the Courts (AOC), Kentucky High School Athletic Association (KHSAA), McConnell Center and KDE encourage you to apply for the second annual Kentucky Outstanding Civic Education Leadership Award.

 

A civic educator from each of the 16 regions of the KHSAA Sweet 16 State Basketball tournament will be honored. The overall award winner will be granted a $250 cash prize, $500 for classroom supplies and a commemorative plaque.

 

The deadline to apply is February 28. Please see the attachment for the guidelines, criteria and application process.

 

 

21st Century Community Learning Centers RFA (21CCLC 12) Awards Announced

 

The Kentucky Department of Education (KDE) is pleased to announce that the application review process for the 21CCLC 12 RFA has been completed. The list of awards are available at the following link: http://www.education.ky.gov/KDE/Administrative+Resources/Grant+Information/.

 

Please note that the awards listed are contingent upon successful site visits. In addition, the applications must meet all federal programmatic and budgetary requirements. If there are programmatic/budgetary issues that need to be addressed, those issues must be resolved before an MOA is awarded. If an issue cannot be resolved, KDE reserves the right to rescind the offer and award the next recipient in line based on score.

 

We appreciate everyone’s participation in the grant process and hope that you will continue to seek and apply for beneficial grants for your districts/schools as they become available.

Declaration of Participation Report to be completed by April 1, 2011

 

It is time for the Declaration of Participation Report to be completed by your district in accordance with the No Child Left Behind Act of 2001.  This report is used to identify the number of students enrolled in area private non-profit and home schools.  Federal programs participating in the Declaration of Participation are Title IIA - Teacher Quality, Title IID - Education Technology (including ARRA funding), and IDEA-B - Individuals with Disabilities Education Act (including ARRA funding).

 

In addition to the programs listed above we have designed a separate form for the Title III - Limited English Proficient (LEP) and Immigrant Students Program.  This form will be used to identify the number of Limited English Proficient students and the number of immigrant students enrolled in area private non-profit and home schools. 

 

Section A of the Title III - Limited English Proficient (LEP) and Immigrant Students form is the only collection tool being used to denote your district’s intent to participate in Title III - Limited English Proficient (LEP) and Immigrant Students Program either directly or in a consortium.

 

You are asked to list all private non-profit schools and all home schools that are physically located in your school district’s geographic boundaries, not just those participating.  Include memberships of all private schools and all home schools, regardless of whether they will participate or are eligible to participate in the above programs in 2011-2012.  A grand total of the participants in each program are also required.  Do not include private schools or home schools located outside your district's boundaries that are required to be contacted for Title I services.  Because participating private school and home school membership data directly impacts the per pupil dollar amount allocated to the public school districts for Title III-LEP and IDEA-B, it is critical that these totals be accurate. Public school membership information is already on file in the Kentucky Department of Education (per School Data Forms) and should not be included. 

 

According to federal law, only private schools having an official non-profit status are eligible to receive services under Title IIA, Title IID, Title III-LEP and IDEA-B.  Beginning with school year 2001-2002 and following, any private school wishing to participate in such programs must have filed Articles of Incorporation with the office of the Kentucky Secretary of State as a non-profit corporation under KRS 273 or have received a letter from the Internal Revenue Service (IRS) granting them

501 (c) (3) status as a non-profit corporation (Home schools, by their nature, are considered non-profit.).  A signed assurance statement, verifying an official non-profit status, must be filed with the respective local educational agency (LEA) for each private school or home school wishing to participate in Title IIA, Title IID, Title III-LEP or IDEA-B.  (See the non-profit compliance statement on the Private, Non-profit (PNP) School Declaration of Participation for Title IIA, Title IID, and IDEA-B form located on the website.  Of the three compliance statements, a school official must have checked “no” for the first two and “yes” for the third in order to participate in any of the programs.  Just checking the program in which the school wishes to participate does not make the school eligible to participate.) 

 

The signed individual Private, Non-profit (PNP) Schools and Home Schools Declaration of Participation for Title IIA, Title IID and IDEA-B forms and the Private, Non-profit (PNP) Schools and Home Schools Declaration of Participation for Title III-LEP forms are to be retained in your district office rather than copied and submitted to the Kentucky Department of Education.  Documentation showing that you have corresponded with private schools and home schools, physically located in your school district’s geographic boundaries to offer them the opportunity to participate, must be kept on file locally.  (Please copy the Private, Non-profit (PNP) School Declaration of Participation for Title IIA, Title IID and IDEA-B form and the Private, Non-profit (PNP) Schools and Home Schools Declaration of Participation for Title III-LEP forms as needed.)

 

We have made available the Non-Regulatory Guidance for Equitable Services to Eligible Private School Students, Teachers, and Other Educational Personnel under Title IX, Part E, Subpart 1-Private Schools.  This guidance is intended to assist local educational agencies and other entities in fulfilling their obligations, under Title IX, Part E, Subpart 1 of ESEA, to provide equitable services to eligible private school students, teachers, and other educational personnel, and under some programs, to parents.  This guidance does not impose any requirements beyond those in the law.  It is our hope that this guidance will be helpful to districts in meeting their obligation to private schools.  Your district is urged to print this document and share it with all Federal Program Coordinators, and the private school contacts.

 

By April 1, 2011, please return both the completed Declaration of Participation Report forms indicating the public LEA’s intentions and summarizing the private and home schools’ Declarations of Participation forms to Becky Stoddard via e-mail at  becky.stoddard@education.ky.us.

COMPASS® REGISTRATION

The Kentucky Department of Education is providing COMPASS® as an optional College Placement Test free to Kentucky seniors.  Every senior may take each eligible assessment once (Writing Skills (English), Mathematics, Reading).  Students are eligible for COMPASS® assessments if they have not met the Council on Postsecondary Education (CPE) benchmarks on any state or national ACT assessment. 

COMPASS® is NOT a college admission test.  Kentucky colleges and universities will not use COMPASS® scores for replacement of the ACT to admit a student to their institutions.  The COMPASS® computer-adaptive college placement test helps colleges evaluate incoming students' skill levels in Reading, Writing Skills (English) and Mathematics and place students in the appropriate level college course. 

The next step is for the District Assessment Coordinator to register schools as test administration sites.  A school registration form is in today’s DAC Monday E-mail.  DACs are asked to complete and return one form for EACH school in your district that has decided to participate by Wednesday, February 23 to become a test administration center.  For each test administration site, a school-based test coordinator and technical staff member must be named on the registration form.

14th Annual National Principal Leadership Institute – July 9-16, 2011 in New York City

 

The 14th Annual National Principal Leadership Institute  is scheduled for July 9-16, 2011 in New York City.  The theme is “Re-Examining the Purpose of School.”  The debate about school turnaround and transformation is important.  However, there are more fundamental questions that must be addressed:  Why do we have schools?  What is their purpose? What do we expect our schools to do – and how will we know how well they are doing it?

REMINDER -- Trooper Island Scholarships available (Attachment)

 

The Trooper Island Scholarship Fund is an outgrowth of the camp for underprivileged children,

located in Albany, that began 45 years ago. The newly established program will begin awarding

scholarships of $1,000 to qualified recipients for use in the fall of 2011.

 

This scholarship program is open to all graduating high school seniors who plan to attend a

college or technical/vocational school. The deadline for completed submissions is April 1.

Governor Steve Beshear has proclaimed February as Earthquake Awareness Month, and the Kentucky Division of Emergency Management (KyEM) has developed public service announcements that can be distributed by school districts.

April is Child Abuse Prevention Month

 

You can make a difference in a child’s life and earn up to $500 for your school by participating in the 2011 Child Abuse Prevention Month Awareness Contest.

 

Prevent Child Abuse in Kentucky (PCAK) is sponsoring a banner contest for elementary/middle schools and a technology contest for high schools, both with the theme “It’s YOUR Turn to Make a Difference!”

 

The grand prize winners will each receive $500 for their schools. All entrants will receive certificates of participation.
