In compliance with federal guidelines, prior to the beginning of each school year, recipients of federal career and technical (vocational) funds must advise students, parents, employees, and the general public that all career and technical educational opportunities will be offered without regard to race, color, national origin, sex, or disability. The announcement of this policy of non-discrimination should be published after July 1 and before the beginning of each school year in a well-circulated newspaper in the recipient's school district.
The United States Department of Education's Office for Civil Rights requires the Kentucky Department of Education to monitor compliance with Title VI, Title VII, Title IX, Section 504, and ADA. The newspaper article should contain a brief summary of career and technical program offerings and admission criterion, as well as the name, address, and telephone number of the person(s) designated to coordinate compliance activity with these laws.
If your service area contains a community of national origin minority persons with limited English language skills, public notification information must be disseminated to that community in its language and must state that you will take steps to assure the lack of English language skills will not be a barrier to admission and participation in career and technical education programs.
Section 504 has been revised to use the same wording as the American’s with Disabilities Act (ADA). The appropriate language to use in literature is "disabilities" or "persons with disabilities" rather than "handicapped." Your publication notification statement for the 2008-2009 school year should reflect the ADA language.
