The Title V program was designed by Congress to coordinate with all federal and state innovative programs as a supplement.
The Title V Innovative Programs State Grants assist local education reform efforts that are consistent with and support statewide reform efforts. They also support state and local efforts to implement promising education reform programs, provide a continuing source of educational improvement, help meet the special needs of at-risk and high-need students, and support programs to improve school, student, and teacher performance.

Title V, Part A Guidance: This document covers laws, policies, and regulations governing the Title V program, and outlines acceptable uses of the funds at both the state and local level. For FY2008, Title V has been zero funded, but districts can still transfer funds from any other federal program except Title I. Any fund transferred into Title V are to used for Title V purposes only.
