The 2003 General Assembly, through the enactment of House Bill 269, authorized the Department of Education to implement a strategy for maximizing federal reimbursement under the Medicaid Program for Medicaid eligible administrative functions performed by elementary and secondary schools. The department, in conjunction with local school districts and the Department for Medicaid Services, is making available to schools the Medicaid School Based Administrative Claiming (SBAC) Program in an effort to recoup costs associated with administrative activities.
The Medicaid School Based Health Services (SBHS) program is also available to assist districts, the Kentucky School for the Blind and the Kentucky School for the Deaf in seeking reimbursement for covered health services listed in the individual education programs (IEP) of children who are eligible under both the Individuals with Disabilities Education Act (IDEA) and Medicaid.
