DUTIES AND RESPONSIBILITIES:
Provide consultative services and technical assistance to local school district personnel, and other state and private educational agencies to design, implement, and evaluate advising and guidance programs that effectively implement the Individual learning Plan (ILP) for all students.
Provide leadership and advocacy in the area of advising and guidance systems for student achievement, including developing the role of the school counselor as a member of the instructional leadership team.
Provide leadership and advocacy to help districts and schools devise strategies and interventions to close achievement gaps, foster conditions within schools that promote educational equity, use the ILP to prepare all students to be college and work ready, and work with families, community-based organizations and other advocates to provide the best possible educational experience for every child.
Facilitate and work collaboratively with postsecondary, colleges/universities admissions offices, business communities and other stakeholder groups around successful transition to post secondary experiences resulting in college and/or work readiness.
Establish collaborations throughout the department to achieve a common understanding of effective advising and guidance programs.
Provide outreach to and represent the Department with educational partners, task forces, advisory committees, higher education, and other agencies as assigned by the branch manager, division director, and/or the associate commissioner.
MINIMUM REQUIREMENTS:
Must be a graduate of a college or university with a master's degree in education. Must have five years of professional experience in the field of education, vocational education, or a related field. Must have three years of professional experience with school counseling programs, most of which must include experience at the middle or high school level.
SUBSTITUTION CLAUSE:
A current Rank II or Rank I certification by the Kentucky Education Professional Standards Board will substitute for the required educational requirement. Additional professional experience in the field of education will substitute for the required educational requirement on a year-for-year basis.

Applicants currently under contract with a local school district are required to provide a written release from their superintendent prior to an offer of employment can be given.
In accordance with KRS 161.220 the applicant selected for this position will become a member of the Kentucky Teacher’s Retirement System.

NOTE: This position will be filled through a Master of Agreement (MOA). The applicant selected for this position must be an employee of a Kentucky local school district or institution of higher education. Employment contract will be for one year, renewable up to a maximum of three years.
