(FRANKFORT, Ky.) -- The release of state data related to the federal No Child Left Behind (NCLB) Act has been postponed until Monday, November 17, at noon EST.
The data was originally scheduled for public release on Thursday, November 6.
Two issues that directly impact the data have been discovered. These problems and the accompanying work required to produce valid, reliable data make it necessary to postpone the public release of that data.
One of the issues is a problem related to calculations of participation rates and determining if subpopulations are of "sufficient size" for separate accountability decisions. The second issue is that alternate portfolio data were inadvertently excluded from the NCLB calculations. Alternate portfolios are designed to offer students with severe and profound disabilities an alternative to the regular assessment. These students meet the criteria for a certificate program as specified in the Kentucky Program of Studies.
The problems affecting the release of NCLB data were discovered by local school district officials. When the Department of Education releases data related to state and federal assessment and accountability requirements, there are two major reasons for asking local school officials to review the data under embargoed conditions:
- to give schools and the media time to prepare for the public release
- to allow schools and districts to identify any problems in the data, so that they can be explained and, if time permits, reports corrected
School officials should have access to corrected data by early next week.
