TESTING, SPECIAL EDUCATION REGULATIONS DISCUSSED AT MEETING

News Release 06-031 -- June 14, 2006

            (FRANKFORT, Ky.) – At its regular meeting Tuesday and Wednesday, the Kentucky Board of Education heard presentations, had in-depth discussions and made decisions on a number of items.

            The board heard presentations on the state’s assessment and accountability system, including a history of the Commonwealth Accountability Testing System (CATS) and its relationship to the federal No Child Left Behind (NCLB) Act. Department of Education staff also presented information about interventions in low-performing schools and districts.

            The board heard a status report on new federal special education regulations and future decisions related to state special education requirements.

            The board also heard a presentation on the Kentucky Education Technology System (KETS), including information about additional funding provided by the 2006 General Assembly.

            After a presentation on the Statement of Consideration from a public hearing and further review, the board voted to exclude the time designations “B.C.E.” and “C.E.” from the Program of Studies for Kentucky Schools.

            The board also took the following actions:

- approved district facility plans for Daviess, Jessamine, Logan and Union Counties

- approved district facility plan amendments for Bullitt and Franklin Counties

- approved 2005-06 local district tax rates levied for Lee County

- endorsed a recommendation for certification of nonpublic schools

- approved the appointment of Lea Wise Prewitt of Mt. Sterling to the Kentucky High School Athletics Association (KHSAA) Board of Control

 

 Other presentations and discussion included:

 

- the 20/20 Education Attainment Projection from the Council on Postsecondary Education

- a report on the evaluation of alternative education programs

- the certified personnel evaluation process

- a report on the School Facilities Evaluation Task Force

-  technical assistance and monitoring of pupil transportation

- appeal procedures for sponsors of child nutrition programs

-  the board’s strategic plan
