RTA Grant Program Laws and Regulations

The roles, as defined by the General Assembly regarding the RTA Steering Committee and the Collaborative Center for Literacy Development (CCLD), are also included along with the Open Meetings Act.

KRS 158.794 - Reading Diagnostic and Intervention Grant Program

Steering Committee Membership Duties
The Reading Diagnostic & Intervention Grant Steering Committee was created for the purpose of advising the Kentucky Board of Education and the Department of Education concerning the implementation and administration of the reading diagnostic and intervention fund created in KRS 158.792. The RTA Steering Committee is composed of seventeen (17) members including the Commissioner of Education or designee, the executive director of the Collaborative Center for Literacy Development, the president of the Council on Postsecondary Education or designee, with the remaining members appointed by the Governor. An attachment with an updated list of RTA Steering Committee members is below.

The COLLABORATIVE CENTER FOR LITERACY DEVELOPMENT
KRS 158.794 (below) established the Read to Achieve (RTA) program This legislation charged CCLD with creating a comprehensive research agenda that considers the impact of various reading and intervention programs on student achievement in reading.
CCLD works with researchers at six of Kentucky's colleges and universities to conduct a statewide study of the approximately 330 schools that have received grant funds as part of the RTA program.

61.800 Legislative statement of policy
The General Assembly finds and declares that the basic policy of KRS 61.805 to 61.850 is that the formation of public policy is public business and shall not be conducted in secret and the exceptions provided for by KRS 61.810 or otherwise provided for by law shall be strictly construed.
