The purpose of this guide is to assist schools in establishing a literacy team and to provide guidance as they develop, implement, monitor and sustain their literacy plan.

​To assist literacy teams in evaluating their existing literacy programs, the Kentucky Department of Education (KDE) has developed a resource, Literacy Program Effectiveness Review for Kentucky Schools (PERKS). Conducting a Literacy Program Effectiveness Review is a recommended process prior to developing or revising literacy plans, and the Literacy PERKS online tool has many resources to support this process.
