KSI Tiers

The KDE has developed a guidance document, A Guide to the Kentucky System of Interventions, to provide resources in planning and decision making as districts and schools develop a system of interventions to meet the needs of all students.
 
Below is a brief description of each level of KSI.

 

Tier 1 - Core Instruction

Tier I is highly effective, evidence-based core or universal instruction, provided to all students in the general education classroom. General education teachers must implement evidence-based programs with fidelity for both academic and behavioral instruction.

Quality academic and behavioral instruction in the classroom based on state curriculum framework:

  • evidence-based instructional strategies (for academics and behavior)
  • on-going student assessment and professional development
  • interventions within general framework of classroom.
Approximately 80% of all students will respond with success to core academic and  behavioral instruction.
 
Tier 1 includes the following features:
  • Implementation of evidence-based academic and behavioral curricula with fidelity
  • Analysis of academic and behavioral instructional practices
  • Collection plan for academics and behavioral data
  • Administration of universal screenings
  • Analysis of formative and summative assessment data for decision making purposes
  • Involvement of family and community is encouraged
  • Providing professional learning opportunities for all staff

 

Tier 2 - Supplemental Instruction

Tier 2 instruction occurs when analysis of universal screening and other data indicates a student who is not meeting or who is exceeding grade level benchmarks. This tier provides targeted instructional intervention(s) and progress is regularly monitored. Movement between the tiers/level of support should be fluid and based on the student’s response or non-responsiveness to instruction.

Focused targeted instruction is implemented for students who are not successful in Tier 1 or for students who have exceeded the benchmarks early or quickly. Targeted academic and behavioral instruction is in addition to the core instruction.
 
Approximately 15% of all students will respond with success to core and supplemental academic/behavior instruction.
 

Tier 2 includes the following features:

  • Implementation of evidence-based academic and behavioral curricula with fidelity
  • Analysis of formative and summative assessment data for decision making purposes
  • Involvement of family and community is encouraged
  • Implementation of multiple and varied academic and behavioral interventions which are matched with individual student needs
  • Providing professional learning opportunities for all staff
  • Monitoring of academic and behavioral progress

 

Tier 3 and Beyond - Intensive Intervention

Tier 3 and beyond provides universal/core instruction in addition to interventions for students who are not meeting or who are exceeding grade level benchmarks. These interventions are more intensive and individualized for the student’s academic or behavioral skills. Frequent progress monitoring occurs with each student.

Intensive academic or behavioral intervention is implemented for students who are not successful in Tier 1 and 2 or for students who have exceeded the benchmarks and require interventions beyond tier 2. Intensive academic and behavioral instruction is in addition to the core and targeted instruction.
 
Approximately 5% of all students will respond with success to core, supplemental and intensive instruction.
 

Tier 3 and beyond includes the following features:

  • Implementation of evidence-based academic and behavioral curricula with fidelity
  • Analysis of formative and summative assessment data for decision making purposes
  • Involvement of family and community is encouraged
  • Implementation of multiple and varied academic and behavioral interventions which are matched with individual student needs
  • Providing professional learning opportunities for all staff
