Highly Qualified requirement in the Title I, Part A application in GMAP:
Beginning with the 2016-2017 school year, ED is not requiring states to comply with the requirements in section 1119 of the ESEA, as amended by NCLB, which set forth requirements for highly qualified teachers and the use of funds to support compliance with the highly qualified teacher requirements.
Because of this change, you will not be required to set-aside funds to provide professional development in the Title I, Part A application. Also, if all staff are highly qualified, you will not have to provide the statement, “All staff are highly qualified” on your Title I portion of the application in GMAP. For those of you that have submitted your application for approval, you’ll see a comment referring to this change when your application is returned.
