The Kentucky Department of Education (KDE), Office of Administration and Support, Division of Budgets and Financial Management in Frankfort (Franklin County) has an opening for an Internal Policy Analyst III.
DUTIES AND RESPONSIBILITIES:
Coordinate the work of professional staff and perform analysis and make recommendations regarding policy and/or budget; OR, perform functional supervision over technical policy or budget activities of an agency; and perform other duties as assigned.
Audit, track and process Federal Cash Requests for local school districts and cooperatives.
Audit and input payment documents into eMARS for distribution of SEEK (Support Education Excellence in Kentucky), Flexible Focus and other funds to all Kentucky school districts and vendors.
Provide technical assistance to KDE and district staff on laws, regulations and policies related to payments of SEEK, Federal Cash and Flexible Focus Funds.
Provide administrative and technical support to the Branch Manager and Division on budgetary and policy issues.
Receive, audit and prepare cash receipts to be deposited to Treasury.
Prepare interaccount transactions from KTRS (Kentucky Teachers’ Retirement System), Unemployment Insurance, Sick Leave and Payroll Refunds.
Prepare sales and use tax returns.
Serve as backup on travel reimbursement, purchase requests and draw of federal funds.
Prepare journal voucher transactions as necessary to maintain accurate financial data.
Perform other duties as assigned.
MINIMUM REQUIREMENTS:
Applicants must be a graduate of a college or university with a bachelor's degree, and must have four (4) years of professional experience in management, administration, statistical analysis, accounting, auditing, planning or related field.
SUBSTITUTION CLAUSE:
A master's degree in public or business administration, statistics, planning, accounting, economics, or a related field will substitute for one year of the required experience. Professional experience in management, administration, statistical analysis, accounting, auditing or related field will substitute for the required education on a year-for-year basis.

Pay Grade: 15
Gross Monthly Salary Range: $3,230.84 - $4,280.10
Please be advised per 101 KAR 2:034 and KDE’s internal policy concerning the salary of newly appointed state employees, the salary range that KDE would offer to the selected candidate for this position is $3,230.84. This salary for this classification for newly appointed state employees is non-negotiable.
