​The Kentucky Department of Education (KDE), Office of Knowledge Information and Data Services (KIDS), Division of Enterprise Data, in Frankfort (Franklin County) has an opening for a Systems Consultant IT.

DUTIES AND RESPONSIBILITIES:
Analyze requests for information technology development and prepares long range information technology plans across agency organizational business lines. SYSTEMS -- Infinite Campus, P20, MUNIS, CIITS, & SRIM
 
Serve as project leader and provides analytical support for development including design, integration and testing. Work with user agencies in the planning of information technology resource utilization. Note:  Project Management and/or Business Analyst experience desired.

Monitor plans and products developed by contract consultants and other information technology staff.  Perform user acceptance testing with emphasis on data integrity and quality.  Note: SQL experience beneficial.

Provide analytical support to information technology management in the integration and design of data-related projects.  Analyzes user problems and makes recommendations for solutions.  Emphasize data quality and data stewardship.  

Prepare feasibility study documents, long range information technology plans and summaries of agency project requests and other reports resulting from the analysis of requests for information technology services.
 
Develop and makes presentations to agency heads and information technology management explaining the planned and actual utilization of information technology resources.  Communicate professionally and timely with data requestors, data stewards, and agency leadership.

MINIMUM REQUIREMENTS:
 
Applicants must be a graduate of a college or university with a bachelor’s degree, and must have four years of professional experience in computer programming and/or systems analysis.
 
SUBSTITUTION CLAUSE:
 
Related technical or vocational training will substitute for the bachelor's degree requirement on a year for year basis.  A master's degree in computer science will substitute for one year of the required experience.

Experience in computer programming, systems analysis and/or computer operations will substitute for the bachelor's degree requirement on a year for year basis.  Experience in business or public administration, statistics, research or a related field will substitute for the bachelor's degree requirement on a year for year basis.

Applicants and employees in this classification may be required to submit to a drug screening test and background check.
 
Applicants currently under contract with a local school district are required to provide a written release from their superintendent prior to an offer of employment is given.
 
In accordance with KRS 161.220 the applicant selected for this position will become a member of the Kentucky Teachers’ Retirement System.
 
Pay Grade:  17  
Gross Monthly Salary Range:   $3908.94 - $5178.72
 
Please be advised per 101 KAR 2:034 and KDE’s internal policy concerning the salary of newly appointed state employees, the salary that KDE will review and consider for this position prior to offering the position to the candidate is $3,908.94.  This salary for this classification for newly appointed state employees is non-negotiable.
