DUTIES AND RESPONSIBILITIES:
In working with SCN through Federal
regulations and policies as well as state regulations, analyze requests for
information technology development and prepare long range information
technology plans across agency organizational business lines. Provide analytical support for large-scale
development projects including overall system design and integration. Serve as project leader or provides
analytical support to information technology management in the integration and
design of large-scale development projects.
Serve as agency lead for federal and state
Serve as a project lead for SCN’s claims and
application system to maintain compliance with USDA regulations and policies as
well as any applicable state regulations.
Effectively manage vendor relationship to monitor timely resolution of
issues. Coordinate enhancement requests
with vendor and explain business needs to arrive at the best possible
solution. Prioritize issues with vendor
to meet the planned business needs.
Develop enhancement requests for vendor that
includes business rationale, screen mock-ups, use cases and other means to
precisely detail the business need.
Obtain familiarity with Child Nutrition Program rules and regulations to
properly document enhancement request.
Participate in bi-weekly project status meeting with vendor to
coordinate activities, discuss open issues and plan future development efforts.
Ensure availability and reliability of system for
end users. Engage in troubleshooting
issues with unplanned system downtime with vendor and other stakeholders. Perform troubleshooting with end users and
suggest workarounds as necessary. Submit
support tickets to vendor for any identified system bugs. Train State Agency staff on new features and
enhancements. Provide assistance to
program staff on training end users on system changes.
Respond to ad hoc requests for data: gather the
detailed requirements, compile the data and submit ticket to vendor in a
pre-defined report is not available. Effectively
monitor system access and maintain security groups. Approve requests for system access. Assist with responding to outside audit
requests. Communicate regularly with
Division Director on system issues and provide updates on issues. Escalate issues as appropriate for timely

Applicants must be a
graduate of a college or university with a bachelor’s degree, and must have four years of
professional experience in computer programming and/or systems analysis.
Related technical or vocational training
will substitute for the bachelor's degree requirement on a year‑for‑year
basis. A master's degree in computer
science will substitute for one year of the required experience.
Experience in computer programming, systems
analysis and/or computer operations will substitute for the bachelor's degree
requirement on a year‑for‑year basis.
Experience in business or public administration, statistics, research or
a related field will substitute for the bachelor's degree requirement on a year‑for‑year
and employees in this classification may be required to submit to a drug
screening test and background check.
Applicants currently under contract with
a local school district are required to provide a written release from their
superintendent prior to an offer of employment is given.
In accordance with KRS 161.220 the
applicant selected for this position will become a member of the Kentucky
Teachers’ Retirement System.
Gross Monthly Salary Range:
$3,908.94 - $5,178.72

policy concerning the salary of newly appointed state employees, the salary
that KDE will review and consider for this position prior to offering the
position to the candidate is in the range of ($3908.94-$3,923.82.) This salary
for this classification for newly appointed state employees is non-negotiable.
