Risk Factor: LEP/Migrant/Homeless

​English language learners are the fastest growing segment of the student population, with a 70% increase between 1992 and 2002.  According to US DOE definitions, English as Second Language (ESL) students are active English learners; Limited English Proficient (LEP) students lack skills. 

 

Descriptors for this indicator are:

  • Students whose native language is not English         
  • Students lack sufficient mastery of the English language to meet state standards
  • Bilingual students

Weight:  Migrant, LEP, homeless = 1 pt. ea.
