The Kentucky Department of Education (KDE), Office of Finance and Operations, Division of Resource Management in Frankfort (Franklin County) has an opening for a Human Resource Branch Manager.
DUTIES AND RESPONSIBILITIES:
Manage the employees and activities of the Employee Relations Branch. Approve personnel actions in the Kentucky Human Resources Information System (KHRIS). Assign, maintain and approve security levels for KHRIS.
Interpret Statutes, Regulations, and departmental policies and procedures for KRS 18A, 161, 156, and Memorandum of Agreement (MOA).
Provide technical assistance and guidance to KDE leadership regarding personnel and employee relations matters.
Supervise, coordinate, and review the work of all employees in the Employee Relations Branch.
Collaborate with personnel processing staff from the Kentucky School for the Blind, the Kentucky School for the Deaf, and the Area Technology Centers (ATC's).
Manage the operations and customer service component of the department's Employee Relations Branch, including but not limited to: personnel processing, performance evaluations, job announcements, interview scheduling, ID badge activation and monitoring, employee counseling, recruitment, EEO, mentoring, employee recognition, and grievances.
Create and conduct training for department leadership, management, and other department employees.
Represent the division and participate in various agency meetings, workshops, seminars, and conferences when assigned.
Conduct new employee orientation meetings and exit interviews for the Department.
Conduct necessary personnel audits and work with external agencies to complete necessary reports.
Maintain branch records as required.
Perform other duties as assigned.
MINIMUM REQUIREMENTS:
Applicants must be a graduate of a college or university with a bachelor's degree and have four years of professional experience in Kentucky state government merit system personnel, payroll, or employee benefits administration.
SUBSTITUTION CLAUSE:
Experience in the preparation, review, and/or processing of personnel, payroll, or employee benefits documents in the Kentucky state government merit system will substitute for the required education on a year-for-year basis.
PREFERRED SKILLS/EXPERIENCE:
Experience with personnel processing.
Experience with Kentucky Public Pensions Authority (KPPA) and Kentucky Teachers' Retirement System (KTRS).
Experience with Kentucky Human Resource Information System (KHRIS) and MyPurpose.
Experience with 18A performance evaluations, grievances, and EEO.
Experience with Memorandum of Agreements.

In accordance with KRS 161.220 the applicant selected for this position will become a member of the Teachers' Retirement System.

Gross Monthly Salary Range: $4,230.04 – $5,686.20
