​​Career and Technical Education in Kentucky is responsible for meeting the performance measures outlined in the federal Carl D. Perkins Career and Technical Education Act in order to receive federal funding.


Perkins State Approved Programs of Study

The Office of Career and Technical Education and Student Transition, working with the Kentucky Community and Technical College Systems, has developed example secondary to postsecondary career pathways leading to industry certifications, certificates, diplomas and/or degrees aligned to state in-demand industry sectors and support occupations. In planning secondary to postsecondary programs of study, local school districts and partnering postsecondary institutions shall work together to ensure programs of study are aligned and implemented to meet the specialized needs of business and industry and meet the goals of the student's individual learning plan.


Perkins V Performance Measures

Kentucky has set specific annual goals based on the Perkins performance indicators, to ensure that eligible recipients are monitoring growth. These goals are part of the recipient’s application, which asks them to detail actions that have been taken that enabled the district to meet the goal or to develop an improvement plan to assist with meeting the goal.


Uses of Perkins Fun​ds

Perkins legislation requires that each eligible recipient complete a Comprehensive Local Needs Assessment and meet the definitions of Size, Scope and Quality before Perkins funds can be expended. The law also outlines six required use of funds and suggested activities. Documentation is needed at the local level that justifies the six required use of funds. The eligible recipients must meet all six requirements when spending Perkins funds.

Guidelines for Perkins V Advisory Committe​​es

To maintain Career & Technical Education (CTE) programs that meet current occupational needs, CTE educators rely heavily on advice from business and industry.

An Advisory Committee is a group of persons made up of employers, parents, students, teachers, and school administrators.  These groups should advice schools on items such as curriculum, equipment, and student work-based learning.


CLNA Tool Template

The Comprehensive Local Needs Assessment (CLNA) is a review of the career and technical programs of study offered by all Perkins eligible recipients.It is required to be completed by any secondary or postsecondary institution that receives Perkins basic grant funds. All Perkins expenditures must be linked to the CLNA. Recipients must work with at least one other regional partner when completing the CLNA.
