Kelly
Foster was named associate commissioner in the Kentucky Department of
Education’s (KDE’s) Office of Continuous Improvement and Support (OCIS) in 2013.
She first joined KDE as a Highly Skilled Educator and Education Recovery Leader
in 2009.
Foster
earned a bachelor’s degree in English education in 1996 and a master’s degree
in education in 1998 from Eastern Kentucky University. She received a master’s
degree in school administration in 1999 and a doctorate in education in 2013
from Morehead State University. Foster is a co-author of the book Without
Trumpets: Continuous Educational Improvement, Journey to Sustainability.”
Foster is from Mount Sterling. Prior to joining
KDE, she served as a teacher, principal, and instructional supervisor.
