Testing Board of Review

Purpose

The Testing Board of Review (TBR) and the commissioner of education work together to ensure the integrity of all state-required assessments is maintained. Pursuant to 703 KAR 5:080, the TBR is charged with providing recommendations to the commissioner of education regarding testing allegations made to the Kentucky Department of Education (KDE).

The KDE receives more than 300 allegations of inappropriate testing practices each year that are reviewed by the testing allegations coordinator and other KDE investigators. The TBR reviews the results of those investigations and then makes recommendations to the commissioner of education for disposition of each allegation.

The TBR normally meets the third Wednesday of each month for approximately two hours, beginning at 1:30 p.m. ET in Conference Room 516, 5th Floor, 300 Sower Blvd., Frankfort, KY. However, due to the limited testing that occurred in spring 2020, meetings will occur on an as-needed basis.

Location 

Pursuant to Executive Order 2020- 243 and a memorandum issued by the Finance and Administration Cabinet dated March 16, 2020, and in an effort to prevent the spread of the novel coronavirus (COVID-19), the Testing Board of Review will meet utilizing video teleconference until further notice.

Membership

The commissioner of education appoints the board members. There is no required number of board members per the regulation, however, the board typically has five members to represent various divisions within KDE. In order to maintain the independence of the board, members do not include persons whose job duties include either investigation of allegations or those who work in the assessment and accountability area of KDE. Each board member receives the Administration Code Training.
