​March 19 – 21, 2019 AssetPlanner Audit and Survey Trainings

Ameresco will provide training on the audit process and AssetPlanner system enhancements. Training will include the AuditPlanner and SpacePlanner​​ mobile apps and the AssetPlanner desktop. The half-day training sessions will be conducted at the KDE office located at: 2 Hudson Hollow Road, Frankfort, Kentucky. 

AssetPlanner users, District Facility Directors and local architects/engineers are encouraged to attend one of the 3-hour sessions, 8:30am - 11:30am and 1pm – 4pm each day.


2017-2018 KFICS Project

The 2017-2018 Kentucky Facilities Inventory and Classification System (KFICS) project comprises development and implementation of a process to assess the physical condition of K-12 public school buildings across Kentucky.  The process would be implemented at the district level and will consider each of the Commonwealth’s school buildings physical condition in a standardized, fair, and equitable manner. The process would include providing KDE with sustainable, maintainable, integrated data for the Facilities Planning and Construction (FACPAC) application.

 

KDE selected Ameresco through the Request for Proposal process based on the company’s experience of assessing buildings using industry standards and creating a maintainable assessment process. Ameresco, an international company with a regional office in Louisville, Ky., has a portfolio that includes an asset register of over 60,000 buildings.

 
REVISED 2017 KFICS State Report Released December 4, 2017

A revised 2017 KFICS State Report was issued on December 4. The report and its associated documentation are attached below.  These documents supersede and replace the prior report dated November 13, 2017. A revision was necessary because of human error in the original report that impacted data quality and affected school rankings. KDE and its vendor partner corrected the data problem and resubmitted the KFICS Report to the Legislative Research Commission on December 4. KDE continues to caution that this report represents only Phase I of an ongoing project and includes limited data. KDE does not recommend that the General Assembly rely solely on the 2017 KFICS State Report to make funding decisions related to school construction and renovation projects.

The 2017 KFICS State Report was initially issued on November 13, 2017. The report and its associated documentation are attached below, for reference.  Please see the December 4, 2017, revised documents listed above which supersede and replace the November versions.

For Phase 1, each district was asked to select at least one school to be assessed in July 2017.  Assessment data was captured utilizing Ameresco’s AuditPlanner mobile application.

Phase 2 includes implementation of a new District Facility Plan (DFP) format utilizing the building assessment elements.   Districts will assess additional buildings, relative to their DFP schedule.

2010-2011 KFICS Project
The Kentucky Facilities Inventory and Classification System (KFICS) project was undertaken as mandated by 2010's Senate Bill 132 to assess the physical condition, educational suitability, and technology readiness of the schools relative to Kentucky's regulations and standards. Per the legislation, KDE contracted with a third-party vendor. Parsons Commercial Technology Group partnered with MGT of America to perform the required, independent, onsite evaluations in 146 districts for 485 instructional programs housed in 477 school buildings across the state. The schools evaluated had a previous designation as a Category 3 or Category 4 building as of September 2010.

Results of the KFICS project's initial phase were officially released on November 29, 2011. The reports show the list of schools with Kentucky School Scores and the individual School Reports with details of the assessment, such as general school information, deficiencies identified, educational suitability and technology readiness criteria evaluated.

The Kentucky School Score is a weighted score that combines the physical condition (75%), educational suitability (20%), and technology readiness (5%) scores. The dollar values identified in the reports are high-level budget estimates based on national averages. Detailed estimates would be needed prior to any specific construction projects.

The intent of this work is to provide the General Assembly with data that can be used to inform school building funding decisions. Districts and schools also can use the findings to improve deficient areas identified in the individual School Reports.
