The Declaration of Participation is used to identify the number of students enrolled in private non-profit and home schools within each district's boundaries and participation in specified federal programs. This collection is required by the Every Student Succeeds Act (ESSA) and IDEA-B.
The following federal programs participate in the Declaration of Participation:
Districts complete this application annually within the Grant Management Application and Planning (GMAP) system.
Declaration of Participation Reporting Timeline
- September 1 - 30 – District review and update staff assigned the District Declaration of Participation Submitter role in GMAP – this is the distribution list that KDE will use to communicate regarding this collection
- October 1 – KDE sends notice to districts announcing the reporting requirements and timeline.
- October 1 – Districts send the Private Non-Profit and Home Schools Assurance Form to private and home schools within the district boundaries to collect the data for the Declaration of Participation
- November 1 – Declaration of Participation application supplement opens in GMAP for district data entry
- December 1 – January 30 – KDE will conduct data quality checks and follow-up with districts with discrepancies
- February 1 – Declaration of Participation applicant supplement is due to be completed by all districts
- February 15 – Declaration of Participation application supplement closes in GMAP
