The Kentucky Department of Education (KDE), Office Finance and Operations, Division of Resource Management, Payroll and Benefits Branch, has an opening for a Human Resource Specialist Senior, for Franklin County.
The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of the Education and Workforce Development Cabinet. The department provides resources and guidance to Kentucky's public schools and districts as they implement the state's P-12 education requirements. The department also serves as the state liaison for federal education requirements and funding opportunities.
The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners and divisions within those offices are administered by division directors.
The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state.

The department's major activities include:
- Administering the statewide assessment and accountability system;
- Providing technical assistance to schools and districts in the areas of finance, management and curriculum;
- Providing support and information to the Kentucky Board of Education as it promulgates state education regulations;
- Overseeing the state education technology system; and
- Monitoring school and district compliance with state and federal laws.
- Providing instructional services to students at Kentucky School for the Blind, Kentucky School for the Deaf, and the Area Technology Centers.
Responsibilities include but are not limited to the following:
Assist human resource administrators (HRAs) with providing professional support to Kentucky Department of Education (KDE) staff, management, and Area Technology Center (ATC) employees regarding payroll, personnel, and benefits administration.
Conduct basic research and interpretations regarding regulations, statues, policies, and procedures applicable to ATC staff. Interpret and apply KDE and Personnel Cabinet regulations, policies, and procedures.
Coordinate and process payroll preparation for assigned ATCs.
Run payroll reports for self-time entry.
Receive and review benefits documents.
Assist HRAs with providing employee orientation and exit interviews.
Assist HRAs with reconciling semi-monthly payroll summaries for the Kentucky Teachers' Retirement System (KTRS).
Maintain spreadsheets showing earnings per pay period, retirement contributions, days worked, annual salary, and other information for 156 employees to assist with the KTRS end-of-year report.
Facilitate/enter personnel actions into KHRIS.
Submit personnel requests for review and approval.
Coordinate interviews and the register process.
Provide customer service to internal staff and the public regarding ATC vacancies.
Provide basic professional assistance to various levels of leadership regarding classification, compensation, and recruitment in accordance with personnel rules and laws.
Conduct research and keep abreast of changes regarding payroll, personnel, and benefits administration. Draft correspondence to respond to applicants regarding employment procedures for ATC positions.
Assist with and compile data for compliance reviews for Equal Employment Opportunity (EEO), the American with Disabilities Act (ADA), the Family and Medical Leave ACT (FMLA), sick leave sharing, and/or corrective and disciplinary actions.
Learn to apply federal and state laws in review of information for compliance analyses.
Perform other duties as assigned.
MINIMUM REQUIREMENTS:
EDUCATION:
Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:
Two years of professional experience in human resource management.

Administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis. Current or prior military experience will substitute for the required college on a year-for-year basis.
