The Kentucky Department of Education (KDE), Office of Continuous Improvement and support, Division of School, and Program Improvement, English Learners, Migrant and Neglected Students Branch, has an opening for a Migrant Recruiter position (Title I, Part C program), located in the Western Region.
DUTIES AND RESPONSIBILITIES:
Primary Purpose: Identify and recruit migrant students from birth to twenty-one years of age for the district or region. Act as a liaison between the school and the migrant community. Provide registration and withdrawal services to migrant students. Maintain files, records, and state-mandated reports related to migrant students. The Migrant Recruiter:
Actively identify and recruit eligible migrant children residing in the school district, including surveying the area, conducting periodic surveys of students, and establishing communications networks.
Make home visits to migrant families to communicate available school services, programs, and area social services.
Review/use state and federal mandates and guidelines to interview families to determine eligibility for migrant services.
Collaborate with school staff to maintain appropriate records of migrant students, collaborate with business agencies, growers, crew leaders, and other public agencies to inform them of the program, and ensure that all migrant students and resources are identified.
Schedule recruitment by geographical area to recruit students and families based on ongoing needs assessment with regional/district staff.
Maintain daily logs, including mileage and time of all activities such as home visits, transporting families, field reports, and statistical information to make entries to the migrant database (web app) for future evaluation.
Explain the migrant student program to the parents/ guardians and the services offered by the migrant education program after the family qualifies.
Complete the Certificate of Eligibility (COE), obtain appropriate signatures from parents/guardians, and submit the completed COE to the assigned staff.
Comply with all district routines and regulations and maintain current knowledge of program rules, requirements, and restrictions.
Understand all federal regulations pertaining to the Migrant Education Program.
Attend all training for recruiters and meetings arranged by the Regional and State Migrant Coordinators, including any state-mandated training or professional development.
Perform other duties as assigned.
REQUIRED EDUCATION:
High school diploma or equivalent. Prefer bachelor's or associate degree. Experience and bilingualism may substitute for a post-secondary degree.
EXPERIENCE, TRAINING, OR SKILLS:
Must possess a valid Kentucky state driver's license and personal transportation.
Communicate effectively in writing and verbally in English and preferably in Spanish.
Possess a thorough knowledge of the Western Region geographic area.
Be willing to work a schedule with irregular hours including weekends, evenings, and summers.
Communicate effectively with parents of migrant students.
Travel throughout the district or region.
Follow written and verbal instructions.
Have knowledge of various local social service agencies
Mileage for recruiting is reimbursed at the state rate.

Applicants currently under contract with a local school district are required to provide a written release from their superintendent prior to an offer of employment will be given.
In accordance with KRS 161.220 the applicant selected for this position will become a member of the Teachers' Retirement System.
NOTE: This position is eligible for consideration for a hybrid schedule that allows for a combination of in-office and approved alternative work scheduling. The agency may terminate or modify the telecommuting arrangement at any time.
