The Kentucky Department of Education (KDE), Office of Finance and Operations, Division of Budget and Financial Management, Procurement Branch has an opening for Purchasing Agent II, for Franklin County.
DUTIES AND RESPONSIBILITIES: Create complex requisitions for technical non-professional services that exceed the assigned Small Purchase Authority for approval by the Finance and Administration Cabinet. Assist with the evaluation and negotiation processes of proposals. Monitor all purchases made for conformance with the Model Procurement Code (KRS Chapter 45A).
Execute, approve, sign, and maintain a cardholder agreement for all cardholders. Ensure receipts are collected for every transaction per cardholder or custodian and reconciled transactions within eMARS, in accordance with policy and procedures. Monitor cardholders' purchases within the guidelines of the program and payment to issuing bank is accurate and timely. Ensure that items purchased are included in the fixed asset inventory and reported to the department's property or fiscal officer. Complete payment documents for ProCard in eMARS, bank reporting, reconciliation, and account management. Confirm proper accounting structure is charged for purchase. Ensure Master Agreement vendors are being used, and sales taxes are not being paid. Review spending to make sure small purchase and vendor limits are not exceeded.
Develop and provide mandatory technical training for each cardholder or custodian prior to using the issued Pro-Card. Train Kentucky Department of Education (KDE) staff on Model Procurement Code KRS. 45A and review the work of the program offices.
Provide technical assistance to Area Technology Centers (ATCS) and KDE program offices for purchases and procurement of goods and Non-Professional services. Purchase various goods and services according to the Kentucky Model Procurement Code, KRS 45A, using eMARS. Develop non-formal requests for Quotes Request for Proposal (RFQ) to purchase goods and services falling under the Agency Small Purchase Authority (SPA).
Using the statewide accounting and procurement system, develop Request for Proposal (RFP) to advertise and request vendors to submit proposals. Receive and evaluate responses, rank against other responses, and award formal agreement with vendor. Develop and issue formal solicitations, RFPs for distribution of state.
Responsible for gathering, reviewing, developing, preparing, checking, and maintaining technical and highly sensitive records and reports. Stay abreast of purchasing procedures and regulations. Notify staff of updates or changes.
Perform other duties as assigned.
MINIMUM REQUIREMENTS: EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Five years of purchasing experience.
SUBSTITUTION: EDUCATION for EXPERIENCE: None.
EXPERIENCE for EDUCATION: Additional experience in purchasing, administrative, accounting, procurement or a related field will substitute for the required education on a year-for-year basis. Certification as a Certified Professional Public Buyer (CPPB) from the Universal Public Certification Council will substitute for one year of the required education. Certification as a NIGP Certified Procurement Professional (NIGP-CPP), or Certification as a Certified Public Procurement Officer (CPPO) from the Universal Public Certification Council, or Certification as a Certified Grants Management Specialist (CGMS) from the National Grants Management Association will substitute for two years of the required education.
