The Kentucky Department of Education (KDE), Office of Finance and Operations, Division of District Support, Data Support Branch, has an opening for a Systems Consultant IT, for Franklin County.
DUTIES AND RESPONSIBILITIES:
Analyze requests for information technology development and prepare long range information technology plans across agency organizational business lines. Provide analytical support for large-scale development projects including overall system design and integration. Analyze requests for training and or plans coordinate or develop highly complex training programs for information technology personnel.
Serve as project team lead for data collection, data quality and reporting, provide analytical support in development of design and integration of information technology systems. Oversee the testing process of information technology systems to ensure adherence to technology plan requirements.
Analyze requests for information technology development and or system modification and prepare documents for long range information technology plans across agency organizational business lines. Work with internal and external partners to analyst business processes and make recommendations for solutions based on available technology.
Provide analytical documentation of information technology systems, including overall system design and integration in accordance with organizational standards. Plan, develop, coordinate and or make presentation of highly complex training for information technology personnel to agency heads and management.
Review, monitor plans and systems developed by contractors and technology staff. Provide technical assistance to systems analysts, programmers, business analysts and contract consultants in the design, development, integration, and documentation of large-scale information technology systems to enable the business process of user agencies.
Analyze user problems in troubleshooting large-scale information technology systems issue and recommend and implement solutions.
Perform other duties as assigned.
MINIMUM REQUIREMENTS:
EDUCATION:
Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:
Four years of professional experience in computer programming, systems analysis, systems support, or computer operating systems.
SUBSTITUTION:
EDUCATION for EXPERIENCE:
Related technical or vocational training will substitute for the bachelor's degree requirement on a year-for-year basis. A master's degree in computer science will substitute for one year of the required experience.
EXPERIENCE for EDUCATION:
Experience in computer programming, systems analysis, and/or computer operations will substitute for the bachelor's degree requirement on a year-for-year basis. Experience in business or public administration, statistics, research, or a related field will substitute for the bachelor's degree requirement on a year-for-year basis.
