Beginning with the 2022-2023 school year, and every three years thereafter, the Kentucky Department of Education will identify Comprehensive Support and Improvement schools (CSI). This identification is a required element of the Every Student Succeeds Act of 2015 (ESSA) and is included in KRS 160.346. As local education agencies (LEA) work to improve student outcomes by addressing the student-, teacher- and school-level factors that drive achievement gains, the Kentucky Department of Education seeks to guide and support LEAs through the school improvement process.
Once schools have
received notification of their CSI identification, they must work with local
stakeholders to develop and implement a turnaround plan that encapsulates the
steps the school will take to improve learning conditions. ESSA provides the
opportunity, flexibility and responsibility for state and local education
agencies to select appropriate, relevant interventions with the strongest
evidence base possible to implement in schools needing improving. By law, these
plans must be informed by all the indicators in the state’s accountability
system, include evidenced-based interventions, be based on a school-level needs
assessment and identify resource inequities that must be addressed.
