The Office of Special Education and Early Learning (OSEEL) works to improve educational outcomes for exceptional and early learners through training and coaching for local district and state school staff and teachers, technical assistance, guidance and policy documents and providing support for students and their families.
OSEEL supports the 171 local school districts of the Commonwealth, the
Kentucky School for the Blind (KSB) and
Kentucky School for the Deaf (KSD), by providing a wide array of supports and resources to support the education of exceptional children and early learners. This includes special education services for students with disabilities, gifted and talented education, extended school services, public preschool, special education preschool, blind and visually impaired services, deaf and hard of hearing services, and parent engagement initiatives.
