Growth and Evaluation for Principals

​District certified evaluation plans should reflect and support Kentucky’s commitment of every school being led by an effective leader. Local plans should be designed to catalyze professional growth and create a fair and equitable system to promote and measure the effectiveness of school leaders by:   

• providing a basis for leadership improvement through productive principal performance appraisal and professional growth

• encouraging collaboration between the principal and superintendent

• promoting self-growth, leadership effectiveness, and improvement of the principal’s overall job performance 
  

2020 Update

With the changes in the proposed amended 704 KAR 3:370, the Professional Standards for Educational Leaders (PSEL) will be used to evaluate principals and assistant principals in the 2020-21 school year. The amendments, at a minimum, require all districts to update their district certified evaluation plan to reflect the PSEL as the performance criteria for evaluating principals and assistant principals. Due to the substantive nature of these changes, each district will need to work with their 50/50 committee to revise the CEP and recommend to their local board of education. Upon receiving approval from the local board, the CEP will be require to submission to KDE for final approval prior to providing training on the certified evaluation plan as well as implementation.
