Every Student Succeeds Act (ESSA)

Published: 1/20/2017 11:06 AM

In December 2015, Congress reauthorized the Elementary and Secondary Education Act, the main federal law governing P-12 public education.  Now known as the Every Student Succeeds Act (ESSA), the measure replaces No Child Left Behind and creates a long-term policy that gives states additional flexibility and provides more state and local control over the accountability process.

ESSA provides an opportunity for Kentucky to create a new accountability system that will be used as the basis to better our schools and celebrate their educational progress. The goal is to produce a system that will improve the education and readiness of ALL Kentucky students and is fair, reliable, valid and easier to understand than the current system.

It is important that this new system be designed as part of a collaborative process with the input of all shareholders.  To that end, Commissioner of Education Stephen Pruitt held a series of Education Town Hall Meetings across the state to determine how Kentuckians define school success. Nearly 3,000 people attended with more than 260 speakers voicing comments and more than 200 people submitting comments by e-mail.
Also, a virtual town hall was held. A summary of the input gathered during the Town Hall Meetings, as well as the reoccurring themes heard, will guide the development of a new accountability system.

The Commissioner  named an Education Accountability Steering Committee, which -- with the support of several working groups -- will make recommendations to him on a new system.

See more on the Steering Committee work here. See information on the work groups here.

Following public review, the commissioner will make a recommendation to the Kentucky Board of Education on a new accountability system for Kentucky.  The current timeline calls for Kentucky to submit its plan to the United States Department of Education in September 2017.
