The Professional Growth and Effectiveness System (PGES) was created in response to Senate Bill 1
(2009) and advised by the Teacher Effectiveness Steering Committee
(TESC) to promote the vision of continuous professional growth and development of skills needed to be a highly effective educator or administrator.
PGES supports Kentucky's commitment to every student being taught by an effective teacher and every school being led by an effective principal. The PGES is designed to catalyze professional growth and create a fair and equitable system to measure teacher and leader effectiveness.
The Kentucky Framework for Teaching (Danielson 2011) serves as the foundation of PGES for teachers and other professionals and provides educators a clear understanding of what it means to be effective.

PGES intentionally provides educators the opportunity to receive actionable feedback on their professional practices, access the resources and support needed to refine their craft, and demonstrate effectiveness through multiple sources of evidence.
