The Kentucky Department of Education (KDE), Office of Education Technology, Division of School Data Services has an opening for an IT Business Analyst Senior in Frankfort.
The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of the Education and Workforce Development Cabinet. The department provides resources and guidance to Kentucky's public schools and districts as they implement the state's P-12 education requirements. The department also serves as the state liaison for federal education requirements and funding opportunities.
The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners and divisions within those offices are administered by division directors.
The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state.

The department's major activities include:
- Administering the statewide assessment and accountability system;
- Providing technical assistance to schools and districts in the areas of finance, management and curriculum;
- Providing support and information to the Kentucky Board of Education as it promulgates state education regulations;
- Overseeing the state education technology system; and
- Monitoring school and district compliance with state and federal laws.
- Providing instructional services to students at Kentucky School for the Blind, Kentucky School for the Deaf, and the Area Technology Centers.
Responsibilities include but are not limited to the following:
Lead in the analysis of business processes and in the collaboration between internal and external stakeholders for the development, maintenance, and improvement of Information Technology (IT) systems solutions.
Serve as departmental informational resources manager and create and promote use of statewide information resource management guidelines and technology standards. Design and promote use of information locators, public information access techniques and reporting to meet user needs.
Act as a liaison between the business/programmatic functions of the agency and the information systems functions to define and support best practices in data collection and reporting in Kentucky Student Information System (Infinite Campus) system. Develop and maintain a good understanding of the Infinite Campus system.
Analyze alternatives for collection, manipulation, storage, retrieval & dissemination of information & develop recommendations accordingly. Advise agency management concerning the impact of federal/regulatory changes. Examine data dictionaries, record schedules & system documentation to ensure systems are managed in accordance with state level standards & guidelines.
Support program areas, schools, and districts to define Information Technology standards and solutions. Provide guidance and best practices for School Report Card, Open House, Infinite Campus, and other enterprise systems to guide alignment with data standards and data best practices. Modify information resource plans to respond to changes in agency goals, service objectives, or organization.
Advise program managers regarding information technology projects, needs, and costs. Serve as a resource to agency management during evaluation and monitoring of Information Technology work. Make formal presentations to agency executives and system users through internal and external training events. Schedule annual planning meetings to review requirements and plan for upcoming year.
Make recommendations for sharing information resources through the development of inter-departmental systems and participation in state level systems. Develop print-ready newsletter articles to promote awareness as needed.

MINIMUM REQUIREMENTS:
EDUCATION:
Graduate of a college or university with a bachelor's degree OR a graduate of a college or university with an associate's degree in IT or related field OR certification in an IT-related field.
EXPERIENCE, TRAINING, OR SKILLS:
Three years of systems analysis, IT support, business administration, or public administration experience or a related field of experience.
SUBSTITUTION:
EDUCATION for EXPERIENCE:
A master's degree in IT, business or public administration, or a related field will substitute for the experience requirement on a year-for-year basis.
EXPERIENCE for EDUCATION:
Two years of additional experience in computer programming, systems analysis, IT services, research and statistics, business administration, or public administration, or a related field will substitute for the education requirement.
