The Kentucky Department of Education (KDE), Office of Continuous Improvement and Support (OCIS), has an opening for a KBE/KDE Education Academic Program Manager, Principal Leadership Development Program Director - Memorandum of Agreement (MOA) to be located in Frankfort, KY.​

Statement of Duties: Lead the development of the Principal Leadership Program

Position Summary: Provide leadership and management in the implementation of the principal leadership development practicum. This role would provide day-to-day leadership for statewide program operations, support alignment across KDE offices and external partners, and ensure the program is implemented with fidelity to its goals and intended outcomes. The Program Coordinator would lead statewide facilitation of the Principal Leadership Development Program, including planning, scheduling, cross-office coordination, communication, progress monitoring, and continuous improvement. The individual would serve as the central point of contact for participating principals, mentors, regional partners, and KDE staff, while supporting data collection, implementation monitoring and reporting to inform decision-making and future program refinement. The program coordinator will provide strategic leadership for the statewide Principal Leadership Development Program, including program vision, implementation, evaluation, stakeholder engagement, and continuous improvement.

Task One: Collaborate with internal and external stakeholders to design and develop the core structure of the principal leadership development practicum.

Task Two: Manage the delivery of the principal leadership development practicum.

Task Three: Timely and effectively communicate with agency cross-functional teams impacted by the principal leadership development practicum.

Task Four: Timely track, thoroughly analyze, and report on the impact of the principal leadership development practicum.

Task Five: Other duties as assigned.

Possible additional duties:

  • Develop and maintain program timelines, communication plans, participant supports and implementation processes. 
  • Collaborate with KDE offices, districts, mentors, and external partners to ensure coherent program delivery. 
  • Support the development, organization and dissemination of program resources, training materials, and guidance documents. 
  • Collect, analyze, and report program data to inform continuous improvement, stakeholder updates, and state-level decision-making. 
  • Facilitate logistics for meetings, professional learning sessions, mentor supports and statewide communication. 
  • Ensure the program aligns with KDE priorities, the Professional Standards for Educational Leaders, and applicable state requirements. 

Minimum Qualifications

  • Master's degree in educational leadership, curriculum and instruction, policy, or a related field. 
  • Experience in educational program coordination, administration, school leadership, or statewide initiative implementation. 
  • Demonstrated ability to manage complex projects, timelines, and multiple stakeholders. 
  • Strong written, verbal, and organizational communication skills. 
  • Experience using data to monitor implementation, assess progress and support continuous improvement. 
  • Knowledge of Kentucky's educational systems, leadership standards, and professional learning structures. 
  • Administrative certification or prior experience as a principal, assistant principal, district leader, or state-level education leader. 

Preferred Qualifications

  • Familiarity with implementation science, program evaluation, coaching structures, or continuous improvement processes. 
  • Experience working across agencies, districts, or partner organizations to advance statewide initiatives.

In accordance with KRS 161.220 the applicant selected for this position will become a member of the Kentucky Teachers' Retirement System.

NOTE: This position will be filled through a Memorandum of Agreement (MOA). The applicant selected for this position must be an employee of a Kentucky local school district or institution of higher education.
