The Kentucky Department of Education (KDE), Office of Finance and Operations, Division of District Support, Student Tracking and Data Branch, has an opening for a Data Analyst in Frankfort. ​

The department's major activities include:
  • Administering the statewide assessment and accountability system;
  • Providing technical assistance to schools and districts in the areas of finance, management and curriculum;
  • Providing support and information to the Kentucky Board of Education as it promulgates state education regulations;
  • Overseeing the state education technology system; and
  • Monitoring school and district compliance with state and federal laws.
  • Providing instructional services to students at Kentucky School for the Blind, Kentucky School for the Deaf and the Area Technology Centers.
Responsibilities include but are not limited to the following:
 
Collect, analyze, verify, process & review, the annual SAAR (Superintendent Annual Attendance Report), and the Annual Growth Factor/January Growth Factor submission from school districts.

Analyze year over year data and trends. Research and troubleshot programmatic issues/ errors.
 
Work with other division staff to provide files for use with SEEK and other required applications; respond to school inquiries from KDE staff and the public.
 
Assist school district staff individually providing technical assistance/programmatic adjustments with data, attendance reports and student data questions related to SAAR and Growth Factor.
 
Provide training to district staff via WebEx and through attendance and presentations at the Annual DPP and IC conferences; assist school district staff as needed.
 
Attend regional meetings, respond to local issues and provide updates.
Review and update KDE web pages with technical guidance documentation.
 
Develop and update technical manuals, ensuring ADA compliance.
 
Analyze data in SAAR Application site to ensure accuracy prior to SAAR, Growth Factor and January Growth Factor submission process.
 
Analyze submitted data and create documentation to show accuracy and completion on submissions.
 
Web-support for Student Tracking Data Branch, uploading new data and removing old files from the KDE website for the branch.
 
Monitor KDE website for needed revisions. Fix broken links and upload corrections to supervisor for publishing on the website.
 
Support the branch with special projects, including School Report Card and Data Governance.
 
Perform other duties as assigned.

MINIMUM REQUIREMENTS:

EDUCATION:

Graduate of a college or university with a bachelor's degree OR a graduate of a college or university with an associate's degree in information technology (IT) or related field OR certification in an IT-related field.

EXPERIENCE, TRAINING, OR SKILLS:

Two years of professional experience in IT data analysis.
 
Substitute EDUCATION for EXPERIENCE:
 
A master's degree in computer science will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION:

Two years of additional related experience in IT data analysis will substitute for the education requirement.

The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of the Education and Workforce Development Cabinet. The department provides resources and guidance to Kentucky's public schools and districts as they implement the state's P-12 education requirements. The department also serves as the state liaison for federal education requirements and funding opportunities.

The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners and divisions within those offices are administered by division directors.

​The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state.
