The Kentucky Department of Education (KDE), Office of Continuous Improvement and support, Division of School, and Program Improvement, English Learners, Migrant and Neglected Students, has opening for a Migrant Regional Coordinator position, located in the Western Region.
DUTIES AND RESPONSIBILITIES:
This employee coordinates the Migrant Program (Title I, Part C) in the Western Region. They will act as a liaison between the school and the homes of migrant families in order to address educational and social needs which may result from excessive mobility and language barriers.
The migrant regional coordinator:
Administer and monitor all aspects of Title I, Part C, Migrant program with all stand-alone migrant districts.
Ensure stand-alone districts have adequately completed the service delivery plan.
Ensure all Priority for Service (PFS) students in non-standalone districts receive adequate services, services are documented in the web app, and paperwork is promptly submitted to the regional clerk.
Ensure all migrant students receive instructional summer services.
Prepare and submit annual grant applications and amendments for each stand-alone migrant program.
Prepare and submit budgets and invoices. Assist recruiters to ensure all eligible students are appropriately qualified.
Maintain records and contacts with the participants and families, farmers and lead through a regional recruitment plan that is updated often.
Coordinate the identification, assessment, and supplemental services for qualifying migratory children.
Direct the work of advocates to ensure they are communicating with classroom teachers in areas of concern, especially for Priority for Service (PFS) students, and efforts are documented in the web application.
Coordinate the collection of student data (assessments, credit accrual, health data) for program assessment and reporting.
Coordinate referrals, access resources for reading, writing, translating and interpreting English.
Work cooperatively with Family Resource Centers and school district support staff to meet the migrant students or program needs.
Hire and supervise certified and classified personnel at the district office, schools and during summer programs.
Coordinate and assist with the Parent Involvement Parent Advisory Committee (PAC)and other migrant parent involvement and informational events.
Plan, supervise and facilitate the development, implementation, and evaluation of staff development activities.
Attend training sessions, conferences, and workshops as assigned or appropriate to keep abreast of current practices, programs, and legal issues.
Develop curriculum and instructional plans, especially during the summer for middle and high school students.
Assist in the publication of migrant handbooks, newsletters, brochures, and forms.
Assist with the required regional re-interviews yearly.
Assist in the facilitation and development of district and regional summer programs.
Collaborate with the Regional Clerk and Migrant State Director to collect and analyze data regarding population trends, numbers and types of students served within a given geographical area and new legislation's legal, program and fiscal implications.
Perform other duties as assigned.
REQUIRED EDUCATION:
Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING OR SKILLS:
Bilingualism in Spanish and English is preferred.
Experience in community work.
Specific knowledge and expertise in the areas of migrant recruitment, job development, and placement.
Demonstrate knowledge of federal and state legislation and regulations related to migrant education.
Demonstrate knowledge of effective staff development techniques and the ability to direct and train others.
Demonstrate skills in budget preparation.
Has previous work experience in migrant programs.

Applicants currently under contract with a local school district are required to provide a written release from their superintendent prior to an offer of employment will be given.
In accordance with KRS 161.220 the applicant selected for this position will become a member of the Teachers' Retirement System.
NOTE: This position is eligible for consideration for a hybrid schedule that allows for a combination of in-office and approved alternative work scheduling. The agency may terminate or modify the telecommuting arrangement at any time.
