The Kentucky Department of Education (KDE), Office of Finance and Operations, Division of District Support, Pupil Transportation Branch has an opening for an Administrative Branch Manager position in Frankfort, KY.
DUTIES AND RESPONSIBILITIES:
Oversee the supervision and implementation of all staff and programs within the Pupil Transportation Branch, Division of District Support.
Supervise staff in developing and providing training to districts in matters relating to pupil transportation, including training driver trainers of school bus drivers, conducting, overseeing driver trainer instructor workshops, seminars and coordinating the commercial driver's license obtainment program considering district and Ky. State Police resources.
Support local school districts on matters relating to compliance with federal and state statutes, regulations, and data quality. Coordinate district compliance reviews of pupil transportation operations and oversee the development of reports of findings. Ensure school bus driver data, annual bus incident report data are timely and accurate. Make recommendations on procedural changes to improve data quality.
Responsible for ensuring the Kentucky Specifications for School Buses is up to date and followed by districts in ordering school buses, oversees process for districts to order school buses including maintenance of school bus ordering system, administers the school bus inspection program to ensure vendors comply with the Kentucky Specifications.
Supervise a professional staff, which includes making assignments, performance evaluation, coaching, imposing disciplinary actions, authorizing leave, and overtime, and ensuring training opportunities are made available.
Serve on division management team, participate in division meetings and planning sessions, and represent the division, branch in meetings, seminars, and on committees, both internally and externally. Make presentations to pupil transportation audiences on areas of responsibility. Assist in the development of the division budget and monitor use of budgeted funds assigned to the branch. Review proposed legislation and statutes for impact to programs within Pupil Transportation Branch, Division of District Support.

MINIMUM REQUIREMENTS:
EDUCATION:
Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:
Five years of professional administrative experience.
SUBSTITUTION:
EDUCATION for EXPERIENCE:
A master's degree in public or business administration or a related field will substitute for one year of the required experience.
EXPERIENCE for EDUCATION:
Additional administrative, business or research experience will substitute for the required education on a year-for-year basis.
