The Kentucky Department of Education (KDE), Office of Continuous Improvement & Support (OCIS), Division of School and Program Improvement, District I80 Branch, in Frankfort (Franklin County) has an opening for an Education Program Consultant.
DUTIES AND RESPONSIBILITIES:
Provide consultative services and technical assistance to local public-school districts and other state and private education entities.
Understand and implement the requirements of Kentucky's ESEA Revised Consolidated State Plan Under Every Student Succeeds Act (ESSA) and associated Kentucky statutes and regulations as they pertain to schools identified for targeted support and improvement (TSI), including additional targeted support and improvement (ATSI). Understand the purpose of and utilize the School Report Card, Open House, state accountability data, and entrance and exit criteria for schools identified for TSI and ATSI.
Provide direct support for schools identified for TSI, including ATSI, regarding improvement plans by providing consultative services and technical assistance to local district personnel. Coordinate support by working with District 180 leadership, Educational Recovery staff, Spotlight Schools, and Continuous Improvement Coaches. Provide direct reports on progress of schools identified for TSI and ATSI and the work to support them to District 180 Leadership.
Provide consultative services and technical assistance to local district personnel regarding the development and submission of school improvement fund (SIF) applications. Understand the requirements of evidence-based practices as defined in ESSA. Review and approve initial applications as well as any subsequent amendments. Monitor the implementation of SIF grants.
Understand and implement the requirements of continuous improvement planning for schools and districts as outlined in 703 KAR 5:225. Provide consultative services and technical assistance to local district personnel regarding improvement plans and the use of the continuous improvement platform. Review and monitor school improvement plans.
Work with other divisions/branches within the Kentucky Department of Education, as well as external educational partners, and ensure two-way communication exists and is effective.
Ensure the TSI website, as part of the Kentucky Department of Education's website, is current and up to date on a consistent basis. Develop resources and training to guide implementation the requirements of TSI.
Perform other duties as required.
MINIMUM REQUIREMENTS:
Applicants must be a graduate of a college or university with a master's degree in education and must have five years of professional experience in education, vocational education, or a related field.
SUBSTITUTION CLAUSE:
Applicant must have five years of professional experience in education, vocational education, or a related field. Current Rank II or Rank I certification by the Education Professional Standards Board will substitute for the required educational requirement. Additional professional experience in the field of education will substitute for the required educational requirement on a year for year basis.
Applicants and employees in this classification may be required to submit to a drug screening test and background check.
Applicants under contract with a local school district must provide a written release from their superintendent before an employment offer is given.
In accordance with KRS (Kentucky Revised Statute) 161.220 the applicant selected for this position will become a member of the Teachers' Retirement System.
NOTE: This position is eligible for consideration for a hybrid schedule that allows for a combination of in-office and approved alternative work scheduling. The agency may terminate or modify the telecommuting arrangement at any time.
