The Kentucky Department of Education (KDE), Office of Education Technology, Division of School Data Services, has an opening for a Resource Management Analyst III, for Franklin County.


DUTIES AND RESPONSIBILITIES:

Promotes use of statewide information resource management guidelines and technology standards for the Student Information Systems (Infinite Campus). Design and promote use of information locators, public information access techniques and promotion of inter-agency data sharing agreements.

Acts as a liaison between the business/programmatic functions of the agency and the information systems functions. Coordinates agency information resources activities to ensure that information and technology requirements are met. Support program areas, schools and districts throughout Information Technology solutions. Provides guidance and best practices for School Report Card, Open House, Infinite Campus and other enterprise systems to guide alignment with data standards and data best practices.

Serves as a resource to agency management during evaluation and monitoring of Information Technology work. Make formal presentations to agency executives and system users through internal and external training events. Schedules annual planning meetings to review requirements and plan for the upcoming year.

Provides direction in planning, organizing, and managing information resources in support of the agency's mission. Analyzes alternatives for collection, manipulation, storage, retrieval, and dissemination of information and develops recommendations accordingly. Advises agency management concerning the impact of federal or regulatory changes.

Examine data dictionaries, records schedules, and system documentation to ensure that systems are managed in accordance with state level standards and guidelines. Modifies information resource plans to respond to changes in agency goals, service objectives or organization.

Advises program managers regarding information technology projects, needs and costs. Recommends to cabinet information resources manager opportunities for sharing information resources through the development of inter-departmental systems and participation in state level systems. Develop print-ready newsletter articles to promote awareness as needed.

Performs other duties as assigned.

MINIMUM REQUIREMENTS:
 
EDUCATION:

Graduate of a college or university with a bachelor's degree.
 
 
EXPERIENCE, TRAINING, OR SKILLS:

Four years of systems analysis, business administration, or public administration experience.
 
Substitute EDUCATION for EXPERIENCE:

Related technical or vocational training will substitute for the bachelor's degree requirement on a year-for-year basis. A master's degree in computer science, business or public administration will substitute for one year of the experience requirement.

Substitute EXPERIENCE for EDUCATION:

Experience in computer programming, systems analysis, information services, research and statistics, business administration, or public administration will substitute for the bachelor's degree requirement on a year-for-year basis.

Applicants and employees in this classification may be required to submit to a drug screening test and background check.

 
Applicants currently under contract with a local school district are required to provide a written release from their superintendent prior to an offer of employment is given.


NOTE: This position is eligible for consideration for a hybrid schedule that allows for a combination of in-office and approved alternative work scheduling. The agency may terminate or modify the telecommuting arrangement at any time.
