The Kentucky Department of Education (KDE), Office Education Technology, Division of School Data Services, has an opening for a Systems Consultant IT, for Franklin County. ​

DUTIES AND RESPONSIBILITIES:
 
Serves as a system project lead for data collection, data quality and data reporting. Provides analytical support in development. including design, integration and testing. Works with Kentucky Department of Education (KDE) offices, vendors and school districts in the planning of information technology resource utilization. Provides technical assistance to the Kentucky Student Information Systems (KSIS) program areas and districts that manage student information.

Analyzes request for information technology development and prepares long range information technology plans across organizational business lines.

Provide analytical support to information technology management in the integration and design of data-related projects. Analyzes user problems and makes recommendations for solutions. Emphasizes data quality and data stewardship.

Monitor plans and products developed by contract consultants and other information technology staff. Performs system design and acceptance testing with emphasis on data integrity and quality.

Provide technical assistance to KDE and district staff, systems analysts, programmer analysts, business analysts and/or contract consultants in the development and integration of computer systems to enable the business processes of user agencies.

Develop and make presentations to agency heads and information technology management explaining the planned and actual utilization of information technology resources. Communicates professionally and timely with data requestors, data stewards and agency leadership.

Performs other duties as assigned.
 
MINIMUM REQUIREMENTS:
 
EDUCATION:

Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS:
 
Four years of professional experience in computer programming, systems analysis, systems support, or computer operating systems.
 
Substitute EDUCATION for EXPERIENCE:

Related technical or vocational training will substitute for the bachelor's degree requirement on a year-for-year basis. A master's degree in computer science will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION:

Experience in computer programming, systems analysis, and/or computer operations will substitute for the bachelor's degree requirement on a year-for-year basis. Experience in business or public administration, statistics, research, or a related field will substitute for the bachelor's degree requirement on a year-for-year basis.
 
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.):

NONE

Applicants and employees in this classification may be required to submit to a drug screening test and background check.

 
Applicants currently under contract with a local school district are required to provide a written release from their superintendent prior to an offer of employment is given.
 
NOTE: This position is eligible for consideration for a hybrid schedule that allows for a combination of in-office and approved alternative work scheduling. The agency may terminate or modify the telecommuting arrangement at any time.
